Introduction to the Plan
This
document intends to incorporate the ideas expressed by the Strategic Plan
Committee and staff of Mid-Wisconsin Federated Library System. The plan is
based on the previous system plan that encompassed 2004-2006. The process
that was used was based on The New Planning for Results by Sandra
Nelson although specific service responses had to be adapted to fit the
roles of a library system.
A
committee consisting of nine member library directors and one system board
member was asked a series of questions relating to system services. Answers
were discussed, clarified, and prioritized. System staff was then led
through the same process at a separate meeting.
The
responses from both groups were used as a basis for a draft plan which was
then discussed and modified at a second meeting of the Strategic Plan
Committee. A list of the questions is appended to this document. Responses
will be filed at the system office and will be available upon request.
All
goals and objectives are on going throughout the life of the plan unless
otherwise noted.

Service Response:
Automation Services
A library system that provides Automation and Technology Support, addresses
a need for information to help members make solid decisions in a dynamic
environment, and maintains a reliable technology infrastructure.
GOAL:

Member libraries will
have the support needed to maintain technology within their library and to
provide current options for their users.
OBJECTIVES:
-
Continue to provide
well trained, adequate staff able to keep abreast of future technology
trends, implement and maintain appropriate technology.

Continue to provide for
day to day operation of the Mid-Wisconsin portion of the shared automation
system.
-
Provide a list of local
technical support contacts for member libraries.
-
Continue to provide
access to online databases through the Division for Libraries, Technology,
and Community Learning (DLTCL) and the Wisconsin Public Library Consortium
(WPLC).

Explore the feasibility
of system provided local technical support (2008)
GOAL:
- Member libraries
will have support needed to maintain reliable connections to resources
available via Internet.
OBJECTIVES:

Continue to provide
stable wide-area network, Internet access, and e-mail accounts for maximum
connectivity.

Monitor use of existing
bandwidth and increase as needed to provide maximum effectiveness of
network.

Facilitate wireless
Internet connections for member libraries.

Service Response:
Resource Sharing
A library system that provides Delivery, Interlibrary Loan, and other
services which allows for efficient sharing of resources.
GOAL:
-
Member libraries will
have access to resource sharing via ILL (interlibrary loan) facilitation,
van service, and other forms of information sharing provided by the
system.
OBJECTIVES:
-
Move materials quickly and accurately among libraries to meet user needs.
-
Hold at least one meeting of interlibrary loan librarians annually to be
certain all libraries receive information about interlibrary loan
practices and processes.
GOAL:

Member libraries will
have the support needed to participate in statewide electronic resource
sharing.
OBJECTIVES:

Participate in statewide electronic resource sharing.
-
Analyze the two options for statewide resource sharing, OCLC and Wiscat
and determine best method for coverage (2008).

have access to system managed shared materials.

Support
A library system that provides member support Services which addresses the
need for professional growth, communication, cooperation, and support for
locally provided services.
GOAL:

Member libraries will
be notified of CE opportunities in a timely manner in order to allow
appropriate staff members to attend.
OBJECTIVES:

Distribute an annual continuing education/meeting calendar listing
relevant system sponsored events as well as other regional, state or
national opportunities.

Provide the same information plus updates as necessary by electronic means
such as e-lists and the MWFLS web site.

Member libraries will
have the opportunity annually to contribute suggestions regarding CE
topics.

Provide workshops in management, Chapter 43, communication, and resource
sharing.

Require attendance at a minimum of one system sponsored workshop in order
to receive system funded grants.

Provide system presence at county library service and librarian meetings.

Provide a blog on MWFLS website to foster open communication and
cooperation.

Hold a minimum of 5 Directors Council meetings annually.

have access to materials that promote system wide and locally provided
services.
OBJECTIVES:

Provide member libraries with design and production of public information
materials including but not limited to brochures, bookmarks, signs,
electronic media, and packaging.

Provide assistance to member libraries in the area of publicity.

Member libraries will
have access to youth service support to enhance locally provided
programming.

Provide a summer reading workshop.

Investigate benefit of Story wagon programming (2008).

Provide grant funding for performers either at the local level or through
Story wagon programming.
